The market

A government town where private firms do the selling

Start with the biggest name on the payroll. The City of Sacramento's own financial report lists the State of California as the region's largest employer, with 142,912 employees. Add the federal government, Sacramento County and the City, and public work sets the rhythm of this metro.

But you are not selling to the State. You are selling to the people who sell to it. The engineering firms, IT shops, lobbyists, law offices and consultants near Capitol Mall. The contractors bidding on state buildings. The janitorial and staffing firms that keep agency floors running. These are private companies with owners, budgets and a reason to talk to you.

Health care is the other giant. Sacramento County counts 144,954 workers in health care and social assistance, more than in any other sector. Kaiser Permanente, Sutter Health, UC Davis Health and Dignity Health all run big systems here, and every one of them leans on outside vendors.

Then there is the east side. Intel's Folsom campus, Solidigm's headquarters in Rancho Cordova and the Siemens rail plant give the metro a real manufacturing and tech base, with suppliers to match.

Buyers here are polite and careful. Many have spent years near government, so they like a clear scope, a named contact and a reason to meet this quarter. A loud pitch gets you nowhere. A short, specific call about their next contract does.

Six places we work the phones around Sacramento

From the Capitol to the old air base, each one buys differently.

Downtown and Capitol Mall

State agencies fill the towers, and the law, lobbying and consulting firms that serve them sit across the street. Office managers and managing partners here buy IT support, cleaning, insurance and anything that helps them win the next state contract.

Sacramento Railyards

Kaiser Permanente broke ground here in March 2025 on a 310-bed medical center due in 2029, with Hensel Phelps as general contractor. Subs, suppliers and service firms want a seat at that table now, not after the doors open.

Rancho Cordova and the Highway 50 corridor

The White Rock Corporate Campus and nearby parks hold back-office, government-contractor and tech tenants, plus Solidigm's global headquarters. With office vacancy in the mid-20% range in early 2026, landlords and tenants alike are rethinking vendors.

Folsom and the Intel campus

Intel's Folsom R&D site runs over 1.5 million square feet of offices, test floors and labs. Facilities leads and the engineering suppliers around them buy on spec sheets and short pilots.

McClellan Park

The former McClellan Air Force Base now covers about 3,000 acres and 10 million square feet of buildings, with around 230 tenants including CAL FIRE, Lion Electric and Prime Data Centers. Operations managers here buy freight, staffing, security and building services.

Port of West Sacramento

A deep-water inland port moving rice, fertilizer, cement, lumber, steel and wind turbine parts. The trucking and storage firms around it are owner-run and answer their own phones.

Calling Sacramento

How we call into the 916

The core of the metro is 916, with 279 as an overlay on the same ground, so dial the full ten digits. That covers Sacramento, Elk Grove, Folsom, Rancho Cordova, Roseville, Rocklin and West Sacramento. Davis and Placerville sit on 530, now shared with 837.

Our partners work from Nigeria, eight hours ahead of Sacramento in summer and nine in winter. We run a late shift on purpose, so your prospects only hear from us inside their workday.

Timing matters more here than in most places. Firms tied to state contracts get busy when a bid is due, so we ask about deadlines and call back after. Folsom and Rancho Cordova tech teams answer best mid-morning. Contractors pick up early, before they head to a site. We plan the call blocks around all of it.

Local rules

We found no city or county rule on telephone or email solicitation in Sacramento beyond California and federal law. Sacramento City Code chapter 5.116 requires a solicitor license, but we could not read its full text. We check it before any in-person visit in city limits.

Before Trifecta

Done before, for US companies

Before Trifecta, Sylvia made high-volume calls to US business owners for a services firm and got past gatekeepers to hit booking targets, the same work it takes to reach a Sacramento contractor or consultancy owner.

Calling US business owners for a services firm

Sylvia worked the phones for a US services firm, calling business owners and decision makers directly. The job was to get past the front desk, introduce the service, qualify interest and book the appointment for the sales team, while logging every outcome and follow-up. She consistently hit daily and weekly booking targets.

Questions

Questions from Sacramento teams

Can you book meetings with state agencies?

We focus on private companies. State buying runs through formal procurement, and a cold call does not change that. What we do well is reach the firms that hold or chase state contracts, because they are the ones with a budget for your service.

Do you have people in Sacramento?

No. Our three partners work from Lagos, Abuja and Enugu and call Sacramento on Pacific hours. Your own closer runs the meeting. We set it up and log every note in your CRM.

Are there local rules on cold calling here?

We found no Sacramento city or county rule written for phone or email outreach, so California and federal law set the terms. The City does license solicitors under chapter 5.116. We could not read that chapter in full, so we check it before any in-person visit in city limits.

Should we target Sacramento, Roseville or Folsom first?

Look at where your best customers came from last year. Service firms often win fastest near Capitol Mall and in Rancho Cordova. Tech suppliers do better around Folsom. We test one area at a time and show you the numbers each week.

How does this compare with hiring a rep in Sacramento?

BLS puts the median services sales rep here at $71,910 a year, and that is before benefits, a dialer, data and someone to manage them. Our fees come in lower because our team is in Nigeria. We quote after a discovery call.

Can you reach Davis and the foothills too?

Yes. Davis, Woodland, Placerville and Auburn sit on 530 and 837. We split those lists out, since a Placerville owner does not want to hear about downtown parking.
